In surah Kahf, Allah(swt) says,
"And when We said to the angels, "Prostrate to Adam," and they prostrated, except for Iblis. He was of the jinn and departed from the command of his Lord. Then will you take him and his descendants as allies other than Me while they are enemies to you?" [18:50]
وَاِذۡ قُلۡنَا لِلۡمَلٰۤـئِكَةِ اسۡجُدُوۡا لِاٰدَمَ فَسَجَدُوۡۤا اِلَّاۤ اِبۡلِيۡسَؕ كَانَ مِنَ الۡجِنِّ فَفَسَقَ عَنۡ اَمۡرِ رَبِّهٖؕ اَفَتَـتَّخِذُوۡنَهٗ وَذُرِّيَّتَهٗۤ اَوۡلِيَآءَ مِنۡ دُوۡنِىۡ وَهُمۡ لَـكُمۡ عَدُوٌّ ؕ بِئۡسَ لِلظّٰلِمِيۡنَ بَدَلًا
Allah(swt) also says in surah Hijr,
"And the Jinn, We created aforetime from the smokeless flame of fire" [15:27]
وَالۡجَـآنَّ خَلَقۡنٰهُ مِنۡ قَبۡلُ مِنۡ نَّارِ السَّمُوۡمِ
Iblis is from the jinn and is made of fire.
All of the the angels are compelled to obey Allah(swt). They are unable to disobey Allah, as they have no free will.
All of Allah's creation were compelled to obey him until he offered them choice (to obey without compulsion for the reward of heaven if successful, and the punishment of hell if unsuccessful) and then from all of the creation only mankind and Jinn accepted his offer.
Hence they were give free will, and as a result, Iblis was able to choose whether he obeyed or disobeyed,but the angels were still compelled to obey.
