Anyone who agrees with the method of the Hizb to re-establish the Khilafah and becomes interested in working with the Hizb will begin a Halqa as a Daris, which means "student."

They would need to agree with the following:

1- The work to re-establish the Khilafah is a Fard

2- The method of Rasool Allah (saw), as our Ijtihad has concluded, is the correct method to re-establish the Khilafah.

3- The work to re-establish the Khilafah is a group effort and working within a group is a Fard in this regard, as the Ayah states "Let there come from among you groups that call to the good (Islam) and order the Maroof and forbid the Munkar..."

The Daris studies the ideas of the Hizb and is not a member and will continue to study until he understands enough to make a decision whether he agrees with the overall opinions and adoption of the party and becomes competent in representing the opinions of the Hizb in general.

At that point, he becomes a member and agrees to adopt everything the Hizb adopts.
