In a Nutshell: The question is misleadingly simple because of other underlying enquiries leading back to intractable theological problems such as the definition and boundaries of faith, predestination and free will, and the nature of Allah's mercy. The general consensus of scholars was that Pharaoh did not truly believe and was not saved at the final moment of his death throes. Isolated opinions from a few scholars stated the opposing position that Pharaoh had been granted belief by Allah and did indeed die a believer. The strongest argument proposes that Pharaoh died as an unbeliever.
