Did the Messengers seek to establish khilafah?

Messengers were appointed by Allah to call for the establishment of the deen of Allah so their nations could serve Allah collectively.

The whole purpose of our existence is to establish Khilafah upon the earth based on Allah's commandments.

"And [mention, O Muhammad], when your Lord said to the angels, "Indeed, I will make upon the earth a successive authority."] Quran 2:30

All Messengers thus talked about establishment of Allah's Khilafah (Successive Authority), whether they established it or not.

When their people refused the call to abide by the laws and commands of Allah, Allah punished them and enabled a new generation to inherit their place.

"But if they turn away, [say], "I have already conveyed that with which I was sent to you. My Lord will give SUCCESSION to a people other than you, and you will not harm Him at all. Indeed my Lord is, over all things, Guardian." Quran 11:57

"And your Lord is the Free of need, the possessor of mercy. If He wills, he can do away with you and give SUCCESSION after you to whomever He wills, just as He produced you from the descendants of another people." Quran 6:133

"Then do you wonder that there has come to you a reminder from your Lord through a man from among you, that he may warn you? And remember when He made you SUCCESSORS after the people of Noah and increased you in stature extensively. So remember the favors of Allah that you might succeed." Quran 7:69

"And they denied him, so We saved him and those with him in the ship and made them SUCCESSORS, and We drowned those who denied Our signs. Then see how was the end of those who were warned." Quran 10:73

"[We said], "O David, indeed We have made you a SUCCESSOR upon the earth, so judge between the people in truth and do not follow [your own] desire, as it will lead you astray from the way of Allah ." Indeed, those who go astray from the way of Allah will have a severe punishment for having forgotten the Day of Account." Quran 38:26

So did Musa (as) talk about tawheed only to Pharaoh, who called himself God? No. Actually he asked Pharaoh to release his people from bondage so that he could lead them to the path of Allah. He was interested with leading Banu Israel out of bondage and into establishing their Khilafah, more than Pharaoh's haughtiness.

"[Who is] obligated not to say about Allah except the truth. I have come to you with clear evidence from your Lord, so send with me the Children of Israel." Quran 7:105

And now is our turn to end corruption upon the earth by establishing a just Khilafah.

"Then We made you SUCCESSORS in the land after them so that We may observe how you will do." Quran 10:14
