Currently, the answer is a categorical no.

Since David Cameron, British PM, made the stance in Munich in 2011 stating the debate is over and it time for "muscular liberalism", there is a spectre of fear amongst Muslims communities.

The state is forcing them to accept secular values whether they like it or not - the Eric Pickles letter took advantage of the Paris killings to repeat the threat, with Cameron backing him fully when mosques complained they were doing as much as they could and the criticism was unfair.
