It's all a matter of opinion. Personally, I believe that Umar al Khattab, the second Caliph of Islam was most astute politically. Umar, even before the advent of Islam, was a highly esteemed figure of Mecca. He was known for his fierce and bold nature. Upon accepting Islam, Umar provided protection to the weak Muslim converts, so Islam could flourish. His nature was very essential in becoming a Caliph and was, therefore, a very significant political figure.  The system of administration imposed by Hazrat Umar on the Muslim Empire is one of the best ever known, and it is indeed under practice by several Scandanavian countries. His strong and efficient administration enabled Muslims to conquer Persian and Roman Empires and expand the Muslim kingdom.
