To answer questions such as, "Which country is most Islamic?", we need to take a step back and engage in some political philosophy, determining the way in which Islam proposes the distribution of power and resources and answering basic questions such as:
What is the role of a polity in Islam? Is it to avoid anarchy? Is it to maximize freedom or utility? Or Is it to implement the ahkaam of Islam?
Who should rule? Who is a legitimate ruler according to Islam? What are the conditions of appointing a ruler and removing one?
If we choose not to answer the above questions, we shall end up making unfounded claims such as: "Turkey is the most Islamic country because it has taken in the maximum number of refugees" or "Pakistan is the most Islamic country because its constitution, in theory, prohibits legislation contradicting the Shari'a."
