Did the Messenger (saw) call individuals or society to Islam?

In a Nutshell:
The Messenger (saw) called societies (qawm) to Islam, not individuals. His aim was to save nations, not individual souls.
This is visible in his acts of collectively calling the Banu Hashim clan and then the Quraish clans to submit, a new way of life for their society. When this was rejected, he focused on society's representatives, influentials and elites, whether they were those from Mecca, Ta'if, Yathrib or other tribes.
We don't know of any non-influential individual who was proactively called by the Messenger (saw).

In a Nutshell: The Prophet's mission was to bring about societal change through the establishment of Islamic values and laws, guided by the message of worshiping Allah alone and seeking divine judgment. The Islamic ummah must rediscover this mission and strive to preserve and spread the message of Islam, for it is the path to true prosperity and guidance.
