The following verse suggests everything in the heavens and earth were created by Allah simultaneously:

“And He it is Who has created the heavens and the earth in six Days and His Throne was on the water, that He might try you, which of you is the best in deeds” [Hood 11:7]

The Prophet (saw) however elaborated on this saying:

“It was Allah, and nothing else, and His Throne was on the water, and He (Allah created the Pen, then He) wrote in the Book (Al-Lawh Al-Mahfuth) all things and then He created the heavens and the earth.” (Sahih al-Bukhari, Bayhaqi)

“The first thing that Allah created was the Pen, and He said to it, ‘Write!’ It said, ‘O Lord, what should I write?’ He said: ‘Write down the decrees of all things until the Hour begins.” (Abu Dawood, 4700)
