When Allah communicated with Prophet Muhammed in the Hadith Qudsi, then why in the case of the Qur'an was Gabriel the messenger?

In a Nutshell: Allah communicated with the Prophet (saw) directly in the case of hadith qudsi and used Jibreel for the Qur'an is a topic of scholarly debate.
